In a capture i saw a packet with PSH FIN ACK flag set,question is with fin bit set in a packet can we still send date in it.

Sure. A packet that contains the last remaining bytes of information may have a piggy backed FIN, and often also contains a PSH when there's nothing else coming after it to speed up processing it on the receivers side.
