Makefiles for a plugin Dissector

Hi, I try to create a plugin dissector. I followed the instructions in README.plugins but if i try to compile it i get the error (translated from german) *** No rule to make >>all<<. Can someone help me? I don't know where i have to search for the problems beginning.
